USING SCIENTOMETRIC INDICATORS FOR A COMPARATIVE ANALYSIS OF THE PUBLICATION ACTIVITY OF REGIONAL UNIVERSITIES

Abstract:
The aim of the article is to evaluate regional universities using open scientometric indicators without prior reference to aggregate rankings. The study utilizes open data from the scientific electronic library eLIBRARY.RU (RSCI) and comparative statistical analysis methods; systematically examines absolute and relative publication activity indicators, analyses the annual dynamics of Bryansk universities, and proposes a standardized integrated indicator, allowing for comparison of universities on a unified scale. The authors assess Bryansk State Technical University’s position in the regional group, as well as against an expanded comparative sample of universities, which shows that BSTU occupies a strong position among the Bryansk group in terms of the publication share in the Russian Science Citation Index (RSCI) cores and WoS/Scopus. However, in the full sample, it remains significantly behind, particularly in terms of external citations per publication. It is found that the dynamics of publications in the RSCI core is the most sensitive indicator of changes in the quality of publication flow.
