The paper deals with the work at Voronezh State Technical University (VSTU) which is devoted to open a dissertation council on technological engineering specialties. This information is given about the training of academic personnel at VSTU, about the composition of the dissertation council made, which is based on academic personnel trained at the university, scientists from other Voronezh universities and Lipetsk State Technical University. There are data on specialties in which dissertations were defended in the council, on the number of meetings held. During the work of the Council, 7 doctoral and 57 candidate dissertations have been defended. To increase the independence and objectivity of the state scientific certification of scientific and pedagogical workers a Joint Council DM 212.037.04 was made (subsequently renamed into D 999.155.03) on the basis of Voronezh State Technical University, Southwestern State University, and Bryansk State Technical University. The activities of existing councils with similar specialties in Voronezh and Kursk were stopped. The composition of the Joint Council is considered. It includes scientists from Voronezh, Kursk, Bryansk, Tula, Orel, Murom, Lipetsk. During the work of the Council, 4 doctoral and 32 candidate dissertations have been defended from Tula, Voronezh, Bryansk, Kursk, Moscow, Rostov-on-Don, Khabarovsk, Belgorod, Balashikha, Lipetsk, Kaluga, Kazan. All dissertations defended in Joint Council D 999.155.03 have been confirmed by the Higher Attestation Commission of the Russian Federation. The Council's immediate plans are also considered. The work in the Joint Council of scientists from different scientific centers of Russia allows objectively and independently conduct state scientific certification of scientific and pedagogical workers.
